NHAI to Raise ₹35,000 Crore from National Highways! 1,692 KM of Roads to be Monetized in FY27; See the Masterplan

Amidst the rapidly expanding road network across the country, the government has now devised a major plan to boost revenue generation from National Highways. The National Highways Authority of India (NHAI) has decided to monetize 1,692.5 kilometers of National Highways during the financial year 2027. Through this initiative, the government aims to raise approximately ₹35,000 crore. Significantly, this entire plan has been formulated with the country’s major economic and logistics corridors in mind.

The highway stretches selected by the NHAI for monetization span across nine states. These include Haryana, Uttar Pradesh, Bihar, Maharashtra, Rajasthan, Karnataka, Tamil Nadu, Telangana, and Jharkhand. The government anticipates that these roads, owing to their strong traffic potential and superior connectivity, are likely to attract significant interest from investors.

Revenue Generation via TOT and InvIT Models

This monetization process will be executed through the Toll-Operate-Transfer (TOT) and Infrastructure Investment Trust (InvIT) models. Under these models, private companies and institutional investors will invest in existing operational highway projects and, in return, earn revenue from toll collections. This will assist the government in raising capital for new road development projects.

Which Highways Are Included?

The monetization list comprises several key highway sections. These include a 52-kilometer stretch of NH-9 extending from the Delhi-Haryana border to Rohtak; the Hisar-Dabwali section; NH-344 from the UP-Haryana border to Panchkula; and crucial routes such as the Hazaribagh-Koderma stretch in Jharkhand and the Varanasi-Birnon section.

A New Boost for the Highway Network

The government asserts that this initiative will not only mobilize funds for new road projects but will also accelerate the modernization of the country’s highway network. This will help reduce logistics costs, expedite freight movement, and strengthen inter-state connectivity.

Bumper Earnings in FY26 as Well

The NHAI raised approximately ₹29,000 crore through highway monetization in the financial year 2026. Now, the government has set an even higher target for FY27. It is anticipated that private investment in road infrastructure could accelerate even further in the coming years.
